I tried adding a demo merchant account using the Merchants tab for my Sandbox account however when I fill out the fields and submit the form just resets itself and no merchant account is added.
I had this same issue. To resolve it, I had to log into my merchant account and in the appropriate terminal, enable the option to "Support Level 2 Data". You can also choose to "Support Level 2 and 3", but for some reason it can't be left on the default setting to not support level 2. I do not have an explanation as to why, but I would try this and see if it is your issue as well.
