Webhook page is not getting called

We've setup a webhook page that's hosted over https. It's configured as advised for SANDBOX API/ MERCHANT. We're able to successfully make both Authorize and Purchase transactions using Payee iOS SDK (for Apple Pay). However, the webhook page is not getting called. What are we missing?
